Construction Monitoring Plan. Before implementing a covered activity, the applicant will develop and submit a construction monitoring plan to the planning department of the local land use jurisdiction and the East Contra Costa County Habitat Conservancy for review and approval. Elements of a brief construction monitoring plan will include the following: Results of planning and preconstruction surveys.11 Description of avoidance and minimization measures to be implemented, including a description of project-specific refinements to the measures or additional measures not included in the HCP/NCCP. Description of monitoring activities, including monitoring frequency and duration, and specific activities to be monitored. Description of the onsite authority of the construction monitor to modify implementation of the activity. 11 If the preconstruction surveys do not trigger construction monitoring, results of preconstruction surveys should still be submitted to the local jurisdiction and the East Contra Costa County Habitat Conservancy.
