Consultant Progress Payments. The State shall pay the Consultant monthly on the basis of monthly invoices submitted by the Consultant, as provided in Section 9.2.2, provided (1) the sum of payments made by the State shall remain in proportion to the amount of work completed by the Consultant and (2) the total payment for any phase shall not exceed the fee for that phase as enumerated in Exhibit B.
