Continuity of Benefits. Except as modified by this Memorandum of Agreement, all terms and conditions of the collective bargaining agreement between the City and the Union covering the period July 1, 1996 through June 30, 2000 which do not contain a specific expiration date shall remain in full force and effect for the term of this agreement, July 1, 2000 through June 30, 2004.
