CONTRACT RATES. Fort Bend County is a ‘Cooperative Purchasing Participating Entity’ with the State of Texas. This program is also known as TPASS (Texas Procurement and Support Services) State Travel Management Program (STMP). This gives County employees and officials access to the contract rates negotiated by the State for hotels and rental cars.
