CONTRACTING OUT/SUBCONTRACTING. 5.4.1 The right to contract and subcontract is vested exclusively in the District. 5.4.2 However, if the contract or subcontract will require a layoff of employees, then the District shall give AFSCME Local 1902 written notice 60 calendar days prior to the layoff. At the written request of AFSCME Local 1902, the parties shall meet and confer regarding the impact of such layoffs.
