CONTRACTOR SHALL PROVIDE. 1) Residential Treatment Services are a 24-hour, non-institutional, non-medical, short-term service that provides residential rehabilitation services to beneficiaries with a substance use disorder diagnosis when determined by a Medical Director or LPHA as medically necessary and in accordance with an individualized treatment plan. Residential Treatment Services are provided in DMC-certified facilities designated (and licensed as necessary) by DHCS as capable of delivering care consistent with ASAM Level 3.1: Clinically- Managed Low- Intensity Residential. The daily regimen and structured patterns of residential activities are intended to restore cognitive functioning and build behavioral patterns within a community. Each beneficiary of these services shall live on the premises and be supported in their efforts to restore, maintain, and apply interpersonal and independent living skills, and to access community support systems. 2) Per DHCS Information Notice 18-001 issued January 4, 2018, Residential Contractors will only be reimbursed for board and care costs on days when they are not providing a clinical intervention for the client. The components of Residential Treatment Services include: intake and assessment, treatment planning, individual and group counseling, beneficiary education, family therapy, safeguarding medications (facilities will store all resident medication and facility staff members may assist with resident’s self-administration of medication), collateral services, crisis intervention services, treatment planning, transportation services (provision of or arrangement for transportation to and from medically necessary treatments), and discharge planning and coordination. These are all considered clinical interventions, with the exception of medication services, and are outlined in greater detail below. 3) All Contractors are required to accept and support patients who are receiving medication- assisted treatments.
