Council Cooperation. When an Agency initiates a reorganization planning process or management study which may result in layoff, the Agency shall meet and confer with the Council during the planning phase and again during the implementation phase. The Agency and the Council shall enter into negotiations regarding a Memorandum of Understanding upon the request of either party to modify the Agreement regarding the implementation plans which shall include, but are not limited to the following: - length of layoff notice - jobs and retraining opportunities - alternate placement methods - early retirement options pursuant to M.S. 43A.24, Subd. 2(i) - other methods of mitigating layoffs or their effect on employees - claiming rights.
