Data and adjustments. The MEMA is a budget-neutral adjustment which will be updated for each of the January through June and July through December time periods in CY 2024. Specific to the CY 2024 rating period, the MEMA factors for the January 1, 2024 through June 30, 2024 period will initially be developed using January 2023 enrollment information provided by ODM. Given the limited enrollment data available at the time of certification of this report, ODM has elected to also apply a subsequent retrospective MEMA process using data from each respective time period once available. The MEMA factors for the July 1, 2024 through December 31, 2024 period may be developed using a similar process to the January 1, 2024 through June 30, 2024 period. The NFLOC enrollment distribution will be reviewed for reasonableness for each MEMA development, and we will work with ODM to determine the appropriate enrollment time period to use in the MEMA process. The MEMA process will also account for the variation in HIC Franchise Fee payments by MCOP. MEMA will be applied to the CY 2024 capitation rates less the HIC Franchise Fee and tax amounts. We will then apply MCOP- specific HIC Franchise Fee and tax amounts to the normalized rates on a budget neutral basis. Community Well rate cells are excluded from MEMA; however, they are subject to the HIC Franchise fee. For these rate cells, we will apply adjustments to account for variation in projected HIC Franchise Fee amounts by MCOP.

If, after such initial ninety (90) day period for a trunk group, Verizon determines that any trunks in the trunk group in excess of two (2) DS-1s are not warranted by actual traffic volumes (considering engineering criteria for busy Centium Call Second (Hundred Call Second) and blocking percentages), then Verizon may hold CSTC financially responsible for the excess facilities and disconnect such excess facilities.
