Definition of Violation. OIG proposed that a violation be defined as a practice, as defined at 45 CFR 171.102, that constitutes information blocking, as defined at 45 CFR part 171. We have finalized the definition of violation as proposed with a slight modification at 42 CFR 1003.1410(a).
