Information Blocking shall have the meaning set forth in 45 C.F.R. Part 171 and any applicable regulations promulgated thereunder that are then in effect.

The WVHIN shall maintain Personal Demographic Information regarding all potential Patients in this Master Patient Index, even if the decision is made to Opt-Out, in order to minimize the possibility of improperly matching Patients.
