Department of Administrative Services Review. If the grievance remains unresolved at Step 2, the Union may file the grievance with the Department of Administrative Services, Labor Relations Unit (LRU) within fifteen (15) calendar days following receipt of the response at Step 2. For purposes of this Article, an appeal in writing can be delivered by first class registered or certified mail, postage paid, by fax or by electronic mail to the LRU email address XXX@xxxxxx.xxx. LRU shall respond within fifteen (15) calendar days following the Step 3 meeting. In the event the response from the Department of Administrative Services is acceptable to the Union, such response shall have the same force and effect as a decision or award of an arbitrator, and shall be final and binding on all Parties and they will abide thereby.
