Departments or Institutions not Covered by the Civil Service Act. (a) Where there is a competition to be held to fill a vacancy in the bargaining unit, such notice of competition shall be posted on the bulletin board(s) in the buildings out of which the employees work, for a minimum of five (5) calendar days prior to the closing date of the competition.
