If Minnesota State accepts the Artist’s design proposal in accordance with the provisions of Phase One above and provides written authorization to the Artist to proceed with Phase Two, the commission, then the Artist shall create and install the work of art (“the Work”) in accordance with the Minnesota State-approved design.
