Design Professional in General Responsible Charge. The architect or engineer in general responsible charge of the project, as listed on Line 21 or 23 of form DSA 1: Application for Approval of Plans and Specifications and Instructions. Non-Building Site Structures – Structures that are required to resist loads imposed by gravity, wind, seismic, earth or other external forces and are not enclosed by walls and a roof (examples include: shade structures not enclosed by walls, bleachers, ball walls, trash enclosures, dugouts, tanks, equipment, fences, retaining walls, ramps, stairs, cell towers, light poles, etc.).
