Designation of Negotiators. Prior to September 1 of each year, the Board and OPE shall each designate in writing, to the other, the name of the chairman of its negotiating team and not more than three other official representatives to serve on its negotiating team. Notwithstanding the above requirement, the Board and the OPE shall retain the right to replace the chairman or members of their teams at their individual discretion.
