Detailed Description of Work Plan. 2.1 Introduction What’s the problem? The proliferation of goods and technologies used to build WMDs and their delivery systems create a threat to global stability and security, particularly taking into account the situation in the world entering the era of terrorism and extremism. Georgia is located in a strategic geographic area, facing many difficulties. It should have the goal of minimizing the risks to its national and global security in accordance with its obligations under the non-proliferation regimes aimed at countering illegal movement of strategic goods and hazardous materials. It is worth noting that Georgia has become a reliable partner with other developed countries in the fight against the proliferation of weapons of mass destruction, in particular, to meet the requirements of the Association Agreement with the EU and UN Security Council Resolution 1540 (2004), Georgia has effectively implemented relevant national legislation and effective border control and enforcement measures, established and maintained the necessary effective controls on exports and cross-border movements by strengthening its national export control system. In this regard, Georgia has improved its export control system by adopting new laws and regulations and national control lists that are in line with EU regulations and control lists, which include materials, equipment and technologies used to create WMDs and its delivery systems and which are covered by major non-proliferation regimes. Despite the fact that Georgia has improved its export control system, the problem still remains in the dissemination of knowledge and awareness among all sectors of society about the non-proliferation of WMDs and how it relates to global and national security issues. Thus, we believe that it is important to extend knowledge about CBRN related export controls to research and academic institutions, and especially to develop training/education programs for foreign and local students on export controls and, therefore, to contribute to non-proliferation WMDs. Moreover, generally to say the problem remains of low profile adaptation of security studies as an academic field in Georgia as well as at regional level too.
