CBRN customs export control terminology and glossary project pursues the following objectives which encompass the new approach and therefore results: • Better understanding about CBRN materials and dual use items, specific customs legislation terminologies, local phrases based on the in-country mentality and attributes described in Handbook, • Reducing the accessibility of CBRN materials, • Ensuring a more robust preparedness for and response to CBRN security incidents, • Building stronger internal-external links in CBRN security with key regional and international EU partners, • Enhancing our knowledge of CBRN risks and dual use goods items. By pursuing work across these pillars, the team can provide a more robust framework for understanding the CBRN terminologies and terms of dual use good items through viewpoint of customs approach and legislation. The proposed actions will be supported by mobilising the efforts of Customs and Academia expertise.

One of the particular example of previous international activities in GUAM region on countering illicit nuclear trafficking were implemented in the Black-Sea region by the United States, by the European Union (using different funding mechanisms such as TACIS, IfS, CBRN Centres of Excellence), by other national donors (e.g. Sweden) and by multilaterally supported mechanisms such as STCU. The accomplishments of these projects helped establishing capabilities for nuclear detection, for responding to nuclear security events and technical nuclear forensic capabilities. The novelty is: To engage the academic community in the CBRN area of knowledge, particularly in both intangible technology transfer and the education of professionals for the export control systems of the partner countries; to commit to building a relevant legal framework, policy provisions, and administrative capacity to live up to their international obligations under the Export Control regimes.

The handbook is expected to be unique as far as unique is an export control system in each country reflecting national characteristics including national legislation, national security interests of the country, people's mentality, traditions etc. We are going to use our knowledge on export control issues and experience gained in our daily work and to use information on the best practices of issuing such handbooks by developed countries.

The topics of non-proliferation of CBRN materials and technologies, although frequently represented in research aria, are not reflected in the UTM university curricula. The elaboration and implementation of Curricula complemented by implementation of teaching modules will play a significant role in education of new generation in the field of nonproliferation.
Expected Significance. Today issues of strengthening CBRN security in Ukraine have become extremely urgent. The issue of CBRN security for Ukraine is particularly important keeping in mind the existence of temporarily occupied territories of Donetsk and Lugansk regions. These territories have a high concentration of industrial objects with radioactive chemical, and biological materials that remained from the Soviet times. Therefore, it is very important to be sure that those persons who will first react on such challenges are prepared for these actions, and those who will make a decision can timely receive proper information about CBRN products or technologies, which they will use to protect the population. We propose the master program "Economic Security of Entrepreneurship" for increasing the potential of the struggle against modern threats and preparation specialists to solve technogenic, political, military and economic crises. This program is focusing on the education of specialists in export control and nonproliferation of dual-use goods and technologies. We expect the following results: • preparation of unique specialists by combining economic knowledge with law, and also getting knowledge of prevention of the consequences of radioactive, chemical, biological and nuclear threats; • opportunity of graduating students’ employment as experts of CBRN security and control of dual- use goods and technologies by consultative and other auxiliary structures not only in the state institutions of different levels but also in private companies; • collaboration with interested national, international organizations and establishments in the sphere of the prevention of consequences of radioactive, chemical, biological and nuclear threats; • database creation and support of information, knowledge and the best international practices exchange in relation to the CBRN threats; • inviting teaching specialists from different faculties (law, chemical, radio physical) and institutes (biology) of the University, and also foreign experts (STCU, European commission). • What’s new? A set of documents for launching the master program “Economic security of entrepreneurship” will be prepared for the first time. The main document “the Description of educational and scientific program “Economic security of entrepreneurship” will have sections as general competencies, professional competencies, program results of studying of future graduate students. Expected Significance. What is new? This project will be significantly different from regional projects in the South Caucasus related to educational projects and various training courses, as it focuses on issues of global security, politics and export controls, which are important for training and continuing education. For example: weapons of mass destruction and their delivery systems, military and dual-use control lists covered by various international non-proliferation regimes, UN Security Council resolutions on the circulation of strategic goods, international and national policy, control and enforcement measures, inter-agency cooperation, etc., At the same time, it allows students, government and non-governmental officials to learn about international trade relations and global security related to non-proliferation issues. An important component of the educational process will be the practical training necessary for specialists in this field.

Theref ore, this research proposal is new and unique. The research is theoretical and fundam ental itself, but it also has practical dimensions. For instance, the research will pr ovide with the recomm endation on ho w to increase the CBRN security policy at the national and regional level. In addition, practical reco mmendation on how to ensure the sustaina bility and long-lasting im pact of the XxX initiative will be proposed. For instance, It’s crucial to ensure that the results of the XXX projects will be continued after its end at the national level, and will also incr ease the capacity of training institutions in the region in delivering high- quality training. I convinced that establishing a netw ork of training centers and strengt hening them is the only way to ensure sustainability and a long-lasting impact of the XxX initiative. I will analy ze how XxX projects a nd network of cooperation contributed and contribu te to national capacities in partner countries. Difficulties an d achievem ent in this form at will be em phasized in this connection.
