Direct Connection. NEN shall be permitted to connect its own Loop directly to GTE’s NID in cases in which NEN uses its own facilities to provide local service to an end-user formerly served by GTE, as long as such direct connection does not adversely affect GTE's network. In order to minimize any such adverse effects, the following procedures shall apply:
