Disciplinary Action/Progressive Discipline. No employee will be discharged or suspended without pay, without just cause. Just cause for discharge and suspension without pay in the absence of prior warning shall include, but not be limited to insubordination, gross misconduct, being under the influence of alcohol or an illegal controlled substance while on the job, or conviction of a crime involving a minor.
