Economic Description. Most eligible counties within the programming area are confronted with the grave consequences of the war and serious economic and financial difficulties. Evidences gathered from different sources show widespread socio-economic disparities. This was mostly caused by lack of communication among different subjects involved in data delivering i.e. municipal bodies, in charge of economy, are not pro- vided with the actual data on certain economic entity, by judicial organs-municipal courts or by tax authorities. The overall level of economic development of the programming area is very low compa- red with the EU27 average. The area is characterized by its low GDP, the predominance of the agricultural sector, the lack of investments and the undercapitalization of local businesses. A number of factors explain the area’s poor economic performance. These include a high degree of dependency on agriculturally based employment and inco- me, and an under-representation in the higher value added business sectors. The area has not enjoyed the economic and wider benefits of inward investment to the same degree as other regions. U Programskom području postoji šest zračnih luka sa sjedištima u Splitu, Dubrovniku, Zadru, Banjoj Luci, Tuzli i Mostaru. Na sjever- nome dijelu Programskog područja relativno su blizu zračne luke u Osijeku i Zagrebu. Značajne mogućnosti korištenja riječnog prometa u sustavu pro- gramskog područja vezane su uz rijeku Savu. Mogućnosti integri- ▇▇▇▇▇ ▇▇▇▇▇▇▇ (ceste, željezničke pruge i plovni putovi) u ▇▇▇ po- dručju utvrđene ▇▇ ▇▇▇ u predratnom istraživanju, no ▇▇▇ uvijek nisu ostvarene. Ključne riječne luke na Savi nalaze se u Okrugu Brčko, u Sisku i u Slavonskome Brodu. Potencijali tih luka bili su tijekom de- vedesetih neiskorišteni te je neophodno uložiti u sredstva u dokove, skladišta i opremu u cilju dostizanja europskih normi. Vodoopskrbni sustavi u Programskom području obuhvaćaju stanov- ništvo koje živi na uskim područjima oko općinskih centara i većih naselja. Uz vodoopskrbne mreže u većim općinama i naseljima, u selima postoje mnogobrojni mali vodoopskrbni sustavi niskog ka- paciteta. Predgrađa i ruralna područja bez vodoopskrbne mreže ▇▇- ▇▇▇▇▇ alternativne sustave poput lokalnih izvora i zdenaca, cisterni, rezervoara itd. Kvaliteta dostavljene vode nije uvijek zadovoljavajuća.
