Common use of Employment of Local Hires Clause in Contracts

Employment of Local Hires. 3.5.1 The Unions and Contractors agree that, to the extent allowed by law, and as long as they possess the requisite skills and qualifications, the Unions will exert their best efforts to refer and/or recruit sufficient numbers of skilled craft Local Hires to fulfill the requirements of the Contractors. In recognition of the fact that the City and the communities surrounding Project Work will be impacted by the construction of the Project Work, the Parties agree to support the hiring of Local Hires for Project Work as further described in this Section 3.5. 3.5.1.1 Residents of the City and other Orange County cities or unincorporated County of Orange, as reflected on the list of U.S. Postal Service zip codes attached hereto as “Attachment B.” 3.5.1.2 Veterans regardless of residency, primarily through, but not limited to, the Helmets to Hardhats program further described in Section 3.7. 3.5.1.3 Graduates of high schools located in Anaheim, regardless of residency. 3.5.1.4 Disadvantaged individuals, regardless of residency within Orange County, that may include, but are not limited to, formerly homeless individuals or referrals from non-profit organizations such as Chrysalis Orange County or The Salvation Army. 3.5.2 A goal of 35% of the total work hours shall be performed from Local Hires as described in Section 3.5.1. 3.5.3 The Unions agree to support pre-apprentice referral programs in the City or County of Orange. Further, the Unions agree to place on their referral roles or in their apprentice training programs, as appropriate and needed, qualified persons sent to them by designated City organizations or other organizations working with the City to increase construction industry work opportunities for Local Hires. Additionally, Unions agree to collaborate with local non-profit organizations and high schools in Anaheim to inform individuals about career opportunities through apprenticeships and to conduct joint outreach to recent graduates through participation in job fairs or other career events.

In recognition of the fact that the City and the communities surrounding Project Work will be impacted by the construction of the Project Work, the Parties agree to support the hiring of Local Hires for Project Work as further described in this Section 3.5. 3.5.1.1 Residents of the City and other Orange County cities or unincorporated County of Orange, as reflected on the list of U.S. Postal Service zip codes attached hereto as “Attachment B.” 3.5.1.2 Veterans regardless of residency, primarily through, but not limited to, the Helmets to Hardhats program further described in Section 3.7. 3.5.1.3 Graduates of high schools located in AnaheimCosta Mesa, regardless of residency. 3.5.1.4 Disadvantaged individuals, regardless of residency with preference first for Costa Mesa residents, separate from the required 35 percent threshold for Costa Mesa residents, and second for those residing within Orange County, that which may include, but are not limited to, formerly homeless individuals or referrals from non-non- profit organizations such as Chrysalis Orange County or The Salvation Army. 3.5.2 A goal of 35% of the total work hours shall be performed from Local Hires as described in Section 3.5.1. 3.5.3 The Unions agree to support pre-apprentice referral programs in the City or County of Orange. Further, the Unions agree to place on their referral roles rolls or in their apprentice training programs, as appropriate and needed, qualified persons sent to them by designated City organizations or other organizations working with the City to increase construction industry work opportunities for Local Hires. Additionally, Unions agree to collaborate with local non-profit organizations and high schools in Anaheim Costa Mesa to inform individuals about career opportunities through apprenticeships and to conduct joint outreach to recent graduates through participation in job fairs or other career events.
