Equity Impact. The grant award has been set to try to bring the future user cost to the lowest possible cost to ensure system affordability. The project will help to create opportunities for economic recovery in the Village through reuse and infill development for small business, jobs, and housing, including multi-family and accessory housing currently unavailable due to the lack of a community wastewater disposal system.
Equity Impact. According to the US Census Bureau, the town of Middlebury has a BIPOC (Black, Indigenous, and People of Color) population of 15.4% (2020). In comparison, Vermont has a BIPOC population of 10.2% (2020). The median household income for the area is $ 78,611.00, while the median household income for Vermont is $74,014.00 (2022).
Equity Impact. The potential project would support and upgrade of the facilities to the modern, essential services standard, in turn better providing preparedness and fire, medical, and disaster response to communities in West Marin, but also all Marin County communities with particular emphasis on the needs of communities traditionally vulnerable during emergency situations. Additionally, the potential acquisition would continue the existing public access to these parcels for recreation.
Equity Impact. This is one of 15 agreements to provide funding to MS4 communities. The Total Program Budget is split across all agreements following a specific Formula. Guidance from Agency of Administration in its Bulletin 3.5 and Bulletin 5.0 requirements for programs supported by American Rescue Plan Act (ARPA) funds requires that equity considerations be applied when assigning funds or evaluating applications. Because this is a Formula Award with ARPA support, CWIP is complying with this directive by incorporating two equity factors in the calculation of the awards.
Equity Impact. This project will help build a just, equitable, and sustainable COVID-19 recovery by assisting Middlebury with the financial costs of implementing the projects in the Long Term Control Plan as required under the Middlebury 1272 Order for CSO overflow events. This funding will allow for the project to be built while keeping the costs off the sewer rate payers. These efforts help to reduce pollutants in the surface waters of Vermont.
