Common use of Evaluation Concept Briefing Clause in Contracts

Evaluation Concept Briefing. The Contractor shall build upon the preliminary site-specific evaluation plans included in the Appendix to develop an Evaluation Concept briefing that outlines the evaluation purpose; assumptions; constraints; needs, and corresponding objectives and performance measures; and a high-level evaluation plan for each site. The Contractor shall highlight potential confounding factors (see below), relevant experimental designs (e.g., randomized experimental design, quasi experimental design, BEFORE/AFTER non experimental design, etc.), and potential use of analysis, modeling and simulation (AMS) tools as well as any statistical analysis/models/methods (e.g., counterfactual models, statistical hypothesis testing, etc.) (see below), and survey-based assessments. The briefing shall provide an outline of the Evaluation Plan. The Contractor shall schedule and present the Evaluation Concept to the COR and other USDOT representatives. The Contractor shall incorporate discussions at the briefing and written feedback, into the Draft Evaluation Design Plans (see below).
