Exacerbators. The Signatories agree, in principle, that responsibility for biosecurity costs should be shared between those individuals undertaking risk activities (exacerbators) and those individuals benefiting from the mitigation of risk delivered through provision of these activities (beneficiaries). They acknowledge that exacerbators are unlikely to volunteer to contribute to readiness and response costs, and that the ability of Government to require such contributions is limited by international treaty obligations including the World Trade Organization Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement), as well as domestic legislation and policies.
