Examination Procedures. Each qualified employee desiring to obtain a promotion to a higher classification shall be afforded an opportunity to submit an application to take an examination for appointment to such higher classification. No application shall be considered as an agreement between the City and applicant which is inconsistent with any agreement between the City and the Union.
