EXCESSIVE NUMBER OF SUBSTANTIATED COMPLAINTS. In accordance with Subsection (d)(2)(A) and (B), above, "an excessive number of substantiated complaints" regarding requests that were not fulfilled within 30 minutes of the request is as follows: two substantiated complaints, on average, per medallion, during any three-month period. EXCESSIVE NUMBER OF SUBSTANTIATED COMPLAINTS. The number of “substantiated complaints" that is “excessive” in the context of a request to operate affiliated Ramp Taxi Medallions in non-accessible Taxi vehicles during the hours of 10:00 p.m. to 8:00 a.m. pursuant to Transportation Code § 1110(d)(2) is defined as two substantiated complaints, on average, per medallion, during any three-month period.

A firm or individual placed on the Suspended Vendor List pursuant to section 287.1351, F.S., the Convicted Vendor List pursuant to section 287.133, F.S., the Antitrust Violator Vendor List pursuant to section 287.137, F.S., or the Discriminatory Vendor List pursuant to section 287.134, F.S., is immediately disqualified from Contract eligibility.
