EXHIBIT A SCOPE OF WORK. Project No. Scope of Services - Exhibit A Work Order Administration - Exhibit A-1 The scope of services is as-needed/on-call based services to support the City of Mountlake Terrace. The city requires specialized survey and CAD related services in support of capital improvement projects designed by City staff, and review and approval of development-related land use and construction permits. Internally designed capital projects are typically smaller in scale while larger projects will utilize a separate on-call Engineering consultant(s) and their partnered land surveying services. More information on the types of capital projects which may be involved can be found in the documents listed below, which are available on the City’s website at xxx.xxxxxxxxx.xxx. • Comprehensive Water System Plan (2018) • Comprehensive Sewer System Plan (2019) • 2007 Transportation Master Plan and anticipated 2020 update • 2021-2026 Six-Year Transportation Improvement Program • The City’s Comprehensive Plan and Town Center Subarea Plan Update EIS for background on potential development proposals The successful consultant should be a licensed expert in the area of land surveying and be able to provide surveying, preparation of base plans, legal descriptions, CAD and GIS work, and related services. The consultant will be required to coordinate work with City employees as needed. Typically, survey work shall start within two (2) weeks, and base plans shall be provided to the Engineer for review within six (6) weeks of receiving a City-issued notice to proceed for each Work Order. Surveyors and CAD technicians shall be available upon two (2) working days’ notice at the quoted hourly rates for potholing and construction phase work. Information provided by the City will include: • Electronic versions of mapping layers from the City GIS system for the project area. Although GIS based topographic information is available, it is not accurate enough for detailed design. • City-owned utility and As-Built records for the general area of the project upon request. • City of Mountlake Terrace CAD Standards • A list of benchmarks around the city, typically at monuments, based on NGVD1929 and NVD1988. Some project sites do not have monuments nearby due to loss from past construction activities. • Compiling and reviewing available information related to the project, including plats, maps, GIS information, utility plans, easement documents, deeds, and design drawings • Performing site reconnaissance • Establishment of benchmarks; horizontal and vertical control • Establishing bearings of the centerline of R/W and construction baselines, including curve data. • Topographical survey • Right-of-way location • Preparation of base plans • Generation of contours • Obtaining ground surface elevations of the roadway pavement from curb to curb to create elevation contours of the pavement surface, including the gutter and top of curb. • Obtaining existing features necessary for project design and construction, including grade breaks and other key features as needed for design of ADA compliant curb ramps and driveway entrances. • Incorporation of City-prepared design to base maps • Staking and marking for construction; installing PK nails in pavement along centerlines of right of way or along construction baselines at 50 foot stations and obtaining elevations of each. • Survey duties in preparation for pot-holing or construction • Boundary surveys • Prepare easement documents, legal descriptions, and files and records of survey • Set monuments • Preparation of base maps which conform to City of Mountlake Terrace Engineering Services Department CAD Standards; does not include drafting profiles of the features shown in plan view. All final base plans shall be stamped by a licensed, Professional Land Surveyor. Base CAD plans shall utilize state plane coordinates. • Software utilized to prepare base maps shall be compatible with the current version of AutoCAD Civil 3D • CAD files will be provided along with a land XML file of existing ground surface. Specific work under this contract will be performed on a Work Order (WO) basis consisting of individually negotiated projects. Each WO will provide a specific scope, budget, and schedule of the services required. Each project will be defined by a written Work Order Agreement, executed by both parties, pursuant to the terms and conditions defined in the original A&E Agreement.
