EXISTING PRACTICES. 1. Prior to modifying or discontinuing any working conditions not covered by the Agreement but possessed by all Members of the Bargaining Unit or by a group thereof, the Board agrees to give notice of such change or discontinuance to the Union. 2. The Union shall be afforded the opportunity to make a representation to the Board through the Joint Consultative Committee for the administration of the Agreement prior to the implementation of any change as defined in section 1 of this Article. After such representation, the Board has the right to proceed providing the change or discontinuance is urgent and reasonable.
