Expectations for the cooperation. With a view to ensuring the best possible construction and operation, the Asset must be constructed in a cooperation respecting the Contracting Authority’s role as commissioner and user, and the PPP company’s role as supplier and operator. The representatives of the PPP company involved in the cooperation in the various stages must have decision-making power and be capable of solving any disputes in a flexible and suitable way beneficial to the cooperation. In addition, the Contracting Authority expects the routes of communication to be as short and expedient as possible and that this is reflected in a user-friendly and efficient structure of the media through which communication is carried out. The Contracting Authority and the PPP company shall in good faith and without undue delay inform each other of all matters of significance to the Agreement and to the use of the Asset.
