Financial management policies - Operating budget policies. The city will use a decentralized operating budget process. All departments will be given an opportunity to participate in the budget preparation process. Once the budget is adopted, each department is responsible for controlling expenses so that the budget is not exceeded. Annual fixed budgets will be adopted for all operating funds. The budget must be balanced for all budgeted funds. Total anticipated revenues plus that portion of beginning fund balance in excess of the required fund balance reserve must equal total estimated expenditures for all budgeted funds.
