Flexible Benefit Spending Plan. The insurance committee shall meet to develop a flexible benefit spending plan for all employees. The initial fee and monthly employee fees shall be paid by the Board. The committee shall submit recommendations to the Board and the Union for their consideration. The plan shall begin on January 1, 1995.
