Floodplain Impacts. The Engineer shall determine whether the transportation activity has the potential to affect floodplains. Studies for floodplain impacts must fulfill the requirements of Executive Order 11988 and 23 CFR 650, Subpart A. Documentation must: a. Briefly describe the watershed characteristics of the study area in terms of land uses and changes in land use that may affect stream discharge. b. Briefly describe the streams in the study area, including evidence of stream migration, down cutting, or aggradations. c. Identify the presence and nature (e.g., zone A, zone AE, zone AE with floodway) of any FEMA mapped floodplains, including the panel number. d.
