Freedom of Association. Every employee is free to belong to and to participate in the activities of any association, society, organization, club or group without censure or disciplinary action by the Employer, subject only to the limitation that such membership and activity shall not interfere with the performance of the employee's responsibilities, duties, or oath of office. Disputes regarding the extent of such limitation shall be referred to the Joint Standing Committee for resolution.
