Funding for Public Safety. prior to issuance of first building permit OWNER shall pay to CITY the sum of two million dollars ($2,000,000.00) to be used, in the City’s sole and absolute discretion, to enhance the operations of the CITY’s Police and Fire departments, including, but not limited to updates to the firing range, replacement Fire apparatus, and other public safety related projects and/or expenses;
