Gravelled Lanes. (a) A Construction Completion Certificate will be issued for gravelled lanes after the first spring thaw, being that time period between March 1st and June 1st inclusive of the previous year, if the Construction Completion Certificates for all the underground utilities have been issued prior to the commencement of the first spring thaw.
