Grievance Procedure Definitions. Grievance – an alleged breach or violation of the Agreement or a dispute arising out of the interpretation or application of a provision of this Agreement. An arbitrary and capricious change or amendment by the Board of any Board policy concerning which it has a duty to bargain under Act 195. Grievant – any employee or group of employees covered by the recognition clause of this Agreement. A grievant will not be subject to reprisal by reason of participation in a grievance, providing all conditions are met as set forth in this procedure.
