GRIEVANCE SUBSTANTIATION. At each and every step of the grievance procedure, the individual, the Board and the Association may call a reasonable number of witnesses, and, upon request of the other party, permit inspection of pertinent records insofar as permissible without violating laws or regulations, for the purpose of substantiating the contentions of claims of the parties.
