Grouping of contracts. To the extent practicable, contracts for goods shall be grouped in bid packages estimated to cost $100,000 equivalent or more each.

Grouping of contracts. (i) To the extent practicable, contracts for goods (except anti-retroviral drugs) shall be grouped in bid packages estimated to cost $250,000 equivalent or more; and (ii) to the extent practicable, contracts for works shall be grouped in bid packages estimated to cost $1,000,000 equivalent or more.
