For the violation, the history factor multiplier is 1.1 because Cal Water had a similar violation in the past. In 2009, the Water Board issued administrative civil liability Order R2-2009-0006 against Cal Water imposing a $200,000 fine for an unplanned discharge of chlorinated potable water to Xxxxxxxx Creek that also resulted in a fish kill.
