Interpretation and Past Practice. In the case of issues of interpretation of the Agreement, past practices, payment of compensation or violations of Section 3 (No Discrimination) of the Agreement (Discrimination, etc.), if the grievant is not satisfied, s/he may move the complaint directly to Step 3 of this grievance procedure.
