Intra-departmental Transfers. A. The Authority shall maintain a fair and equitable intra-departmental transfer system that gives consideration to the following factors: • Employee request • Employee qualifications for specialized assignments • Seniority • Departmental needs B. The parties agree that transfers will be conducted according to Standard Operating Procedure (SOP) HR.
