Transfers/Reassignments. A transfer shall be defined as being voluntarily moved from a position in one (1) building to a position in another building. A reassignment shall be defined as a change from one assignment to another assignment in the same building. Unit members are defined in this contract as certificated staff members of the Newport School District. Unit members who are transferred or reassigned during the school year shall be allowed two and one-half (2 ½) working days of release time for preparation prior to the effective date of the transfer. The District shall provide assistance in the moving of the member’s material whenever a request is made. Individuals being transferred or reassigned prior to the beginning of the school year will be notified at the earliest possible date, and in no case later than July 1, except during a year affected by a double levy loss or budgetary constraints due to uncontrollable events, then August 1 will be the deadline date. Teachers receiving notification after the deadline date shall receive one (1) additional day of per diem pay to assist with preparation in the newly assigned area. The District will strive to maintain the majority of a teacher’s load in his/her area of preparation. The District will also strive to ensure that no teacher will have more than four (4) preparations at the 7-12 level. In the event that content or preparations become detrimental to effective learning in the opinion of any teacher, the District shall consider alternative solutions in consultation with the teacher and the President of the Association.

A reassignment is a change, within the same site, from one K-5 grade level to another or from one department to another. A teacher in a combination class shall be considered a member of both grade levels. Changes to or from the positions of Educational Advisor, Counselor, Nurse, Librarian and Psychologist are considered reassignments within the meaning of this Article. Initial assignments are within the sole discretion of the district.

An employee may submit a written request for such transfer identifying the requested position and listing qualifications to the Department Heads affected by the transfer and the Personnel Director. In order for a transfer to be permitted, there must be a vacant position, and both Department Heads must approve it. A transfer to like duties in other departments does not constitute a promotion.

For positions posted after August 1, the Teacher’s written request for transfer or reassignment must be postmarked or personally delivered to the Principal or Superintendent within five (5) calendar days from the date of posting of the vacancy.

Transfers/Reassignments. A. This Article is intended to provide an orderly and consistent procedure by which unit members may be reassigned or transferred to another grade level, department, school or site within the district. Transfer or reassignment of unit members should not create undue hardship (such as extreme transportation distances, abnormal class preparations, abnormal working hours) and in no case shall a transfer be initiated as a disciplinary action against any unit member. The following are definitions of transfer and reassignment:
Transfers/Reassignments. Staff members may apply for transfer or reassignment whether or not a vacancy exists. The transfer/reassignment of support staff members will be based on the needs of the District, employee qualifications, and the employee's expressed desires. When it is not possible to meet all three (3) conditions, an employee shall be transferred/reassigned first in accordance with the needs of the District, second where the Superintendent determines the employee is most qualified to serve, and third as to the expressed preference of the employee. The resolution of any conflicts over the need for a transfer shall be based on what is best for the instructional program, the needs of the students, and the overall needs of the District as defined by the Superintendent. The above applies to transfers/reassignments within the same job classification and pay grade. Transfer/reassignment of an employee to a position of greater or lesser pay requires Board approval.
Transfers/Reassignments. It is understood that reopening schools in a way that best meets students’ needs by providing parents flexibility in choosing either brick-and-mortar or virtual options may result in necessary adjustments to allocations through the earliest part of the school year. To ensure qualified staff are placed where they may be needed most, the parties agree to waive the following provision of the instructional contract:
