Key Personnel; Qualifications of Employees. 7.3.1. TSP shall appoint a Program Manager, a Project Manager-Installation, and a Project Manager-Operations and Maintenance. These positions shall be considered Key Personnel. TSP shall not change, or permit any change in, any Key Personnel without the prior written consent of the Joint Board, in its sole discretion.
