Kärnkraft. Kärnkraften har historiskt sett varit ett centralt kraftslag i det svenska el- och energisystemet, där den xxxxx har agerat baskraft. Kärnkraftverk har låga rörliga kostnader, men stora kapitalkostnader, vilket gör det önskvärt att utnyttjandetiden för kärnkraftverken är så hög som möjligt (Xxxxx, 2015). Kärnkraftens centrala roll som baskraft i Sverige är osäker framöver, främst då energiöverenskommelsen 2016 innefattar ett mål om förnybar elproduktion 2040, där kärnkraften ej ses som ett förnyelsebart kraftslag. Xxxxx målsättning innebär därmed att kärnkraften bör vara utfasad ur det svenska el- och energisystemet år 2040, xx xxxxx om förnybar elproduktion ska införlivas. Detta innebär dock inte ett stoppdatum för kärnkraften (Regeringskansliet, 2016). Idag finns det åtta kärnkraftsreaktorer i drift i Sverige, där två utav dessa reaktorer ska tas ur bruk 2019 respektive 2020 (Strålsäkerhetsmyndigheten, 2019). De två reaktorer som avvecklas är Ringhals 1 och Ringhals 2, som tillsammans står för en termisk effekt om 5 200 MW samt en sammanlagt elektrisk nettoeffekt om 1 789 MW (World Nuclear Association, u.å.a) och (World Nuclear Association, u.å.b). Anledningen till att de två reaktorerna tas ur bruk är främst ekonomiska (Energiföretagen, 2018b). De återstående sex reaktorerna behöver därmed tas ur bruk till och med 2040, för att målet om förnybar elproduktion ska införlivas i enlighet med tidigare resonemang. Som tidigare nämnt innefattar energiöverenskommelsen dock inte ett konkret stoppdatum innan år 2040 som förbjuder fortsatta användning av befintlig kärnkraft. I enlighet med överenskommelsen finns det även möjlighet för framtida utbyggnationer av kärnkraftverken, där nya reaktorer får anläggas på befintliga platser. Antal reaktorer får dock totalt sett i Sverige inte överskrida 10 stycken. Vidare möjliggör även energiöverenskommelsen att tillstånd kan ges för att ersätta gamla reaktorer med nya reaktorer, när de gamla reaktorerna nått sin ekonomiska livslängd (Regeringskansliet 2016). Vattenfall AB, som är majoritetsägare i både Ringhals- och Forsmarks kärnkraftverk ämnar driva xxxxx reaktorer i totalt 50–60 år utifrån xxxxx respektive startdatum (Vattenfall, 2019). Detta motsvarar år 2045 som senast för de nyaste reaktorerna, vilket i sig inte är förenligt med regeringens mål om förnybar elproduktion 2040 (Vattenfall, u.å).

Det ekonomiska incitamentet benämns vara de systemtjänster kärnkraften bidrar till men xxxx xxxx planerbarhet, vilket gör att den rent marknadsmässigt kan konkurrera med vindkraft. Utöver de fysiska vindkraftverken kan det komma att krävas fler tekniska bidrag som energilagring och tröghet där kostnaden för xxxxx xxxx xxxxx xxxxxx kan behöva allokeras hos de intermittenta kraftslagen.
