- LAYOFF PRACTICES Section 10.1 - Seniority Defined. Except as otherwise provided in Section 10.2, seniority is defined as days of accrued service as computed and reported on the employee's pay check within any classification. Original unclassified service shall not be counted except for that time served under specific employment and training programs designed to train and employ disabled or unemployed individuals.
