Layoff Recall Procedures a. The following will govern the reduction of bargaining unit members when reductions are deemed necessary by the Board of Education. It is the parties' intent that these procedures supersede application of ORC Chapter 124 with respect to all reductions in force, and the grievance procedure is the sole remedy for violation of these procedures.
b. 1) System seniority shall be defined as the uninterrupted length of continuous (from most recent date of hire) employment of an employee of the ▇▇▇▇▇▇ City Schools.

Layoff Recall Procedures. 11.2.1 Part-time employees shall be terminated before any reduction in force of full-time members of the bargaining unit shall commence.
11.2.2 Employees shall be laid off in the inverse order of their seniority within the categories of position established in paragraph 11.3 below.
11.2.3 An employee on layoff shall retain his/her right to recall for one year from the date of the school year following the notice of reduction begins.
11.2.4 Employees shall be called back to work according to his/her placement on the employee recall seniority list. The employee recall seniority list shall list employees by categories of position as established in paragraph 11.3 below.
11.2.5 Employees on layoff who have been offered reemployment to the category of position from which they had been laid off and have declined shall be removed from the employee recall seniority list. Employees on the recall seniority list must maintain an accurate, up-to-date address and telephone number with the District. The district is responsible for notifying employees who are on the list of any applicable vacancies. Prior to any notification of recall, the district, the DESA President or designee shall meet to review and to modify if necessary the recall and vacancy list. If the employee does not apply for the vacancy within five working days from the time notice was delivered, the employee's name shall be removed from the recall list. Notification shall be by certified mail showing proof of delivery.
11.2.6 The District shall not hire anyone to a position until recall has been completed for that category of position.
Layoff Recall Procedures. Layoff and recall procedures will be followed in accordance with the Administrative Regulation 5.21, appended to the CBA. The Parties agree to study and discuss layoff and recall procedures under the JLMC.
Layoff Recall Procedures. 1. Teachers in the specific positions being reduced or eliminated shall be identified for potential lay off. In the event there is more than one teacher in the grade level or department in which the reduction or elimination is to occur, the teacher with the least seniority shall be identified for potential layoff. A teacher who is identified for potential layoff or displacement due to position elimination or position reduction must apply for a vacant position. The highest seniored applicant who is qualified shall be awarded the position under the provisions of Article 9. If no vacant position is available, the displaced teacher has the right to claim the position of the least seniored teacher holding a position for which the displaced teacher is both certified and qualified. However, displaced teachers are limited to claiming the maximum teaching time they have previously been assigned. The sole exception to this procedure is as follows: The district may involuntarily transfer a teacher only if it would avoid the necessity of laying off another teacher or would reduce the number of layoffs. An involuntary transfer shall impact the least seniored teacher who is certified and qualified. Teachers scheduled for potential layoff or displacement will be notified in writing with a copy forwarded to the SEA President.
2. The certification and qualification of a teacher to be laid off shall be the certification and qualification on file with the Board of Education at the time the notice of layoff is sent. The certification and qualification of a teacher to be recalled from layoff shall be the certification and qualification on file with the Board of Education at the time of notification or recall from layoff. It is the teacher's duty and responsibility to make sure that the Board of Education's records are correct and to notify the Board of Education in writing of any inaccuracies or changes in such records.
3. Teachers on layoff shall be recalled in order of greatest seniority, to the next available vacancy which arises within three (3) years from the date of their layoff, provided that the more senior teacher must be certified and qualified for the vacancies or assignments to be filled. Notice of recall shall be sent by certified or registered mail to the teacher's last known address. The right to recall will terminate after the three (3) year period.
