LODGE BUSINESS. Section 4.01. Subject to the provisions of this Article 4 set forth below, the Lodge may select a maximum of one representative per watch and one alternate representative per watch to act in the absence of the representative when the selected representative of a watch has been assigned to another watch. These representatives and their alternates shall be certified to the City in writing by the Lodge. In other words, only one representative or alternate per watch shall be selected from the employees in all three bargaining units represented by the Lodge to represent such employees in connection with Lodge business. Section 4.02. In cases of discharge or suspension, the selected representative or Employee shall be allowed reasonable time, without loss of pay, to investigate or consult with the City on all matters arising under the Collective Bargaining Agreement. Permission to investigate all such matters will not be unreasonably denied. Section 4.03. The City shall provide the Lodge with a list of new civilians or sworn Employees immediately after the new police personnel are hired. The Lodge shall furnish the City with a current copy of its Constitution and By-Laws upon request of the City giving a specific reason thereof. Section 4.04. Subject to the provisions of this Article 4 hereinafter set forth, the City shall make a reasonable effort to accommodate a member of the Lodge, as hereinafter specified, and provide reasonable schedule changes for such member as follows: A. Local Meetings of the Lodge: One designated, elected member of the Lodge will be paid for hours lost while attending a local, regularly scheduled meeting of the Lodge during his regularly scheduled working hours, not to exceed two (2) hours in any one calendar month. B. FOP District Meetings: One designated, elected officer of the Lodge will be paid for hours lost during his regularly scheduled work hours while attending a regularly scheduled district FOP meeting, not to exceed a total of four (4) hours and for not more than one (1) such meeting every three (3) months.
LODGE BUSINESS. Representatives of the Lodge, other than members, shall be permitted to transact official Lodge business at Departmental work sites at all reasonable times, provided that this shall not interfere with or interrupt normal Departmental operations, and provided the representative gives the Chief or designee advance notice.
LODGE BUSINESS. Section 9.1 The President of the Fraternal Order of Police, Lodge #93 shall be assigned to a special forty (40) hour administrative position for the purpose of conducting necessary business relating to furthering Lodge/Management relations. The specific conditions of the administrative position assignment are further clarified within the Memorandum of Understanding agreed to by the parties and dated May 25, 1994. Pay for the Lodge President shall be equal to the amount of his normal assignment. Section 9.2 A Lodge member shall be assigned to a special forty (40) hour Lodge administrative position for the purpose of conducting necessary business relating to furthering Lodge/Management relations and community relations. Outside of normal Lodge duties, the duties of this position shall include participating in public forums, community-related training and provide input, support or advice related to various community initiatives that would benefit the Lodge, the Tulsa Police Department and the City of Tulsa. The extra duties shall be mutually agreed upon by the Lodge and the City. The duties of this position may be shared with the Lodge President. Pay for the Lodge member shall be equal to the amount of his normal assignment. Section 9.3 The President, First Vice-President, Second Vice-President, Secretary, Treasurer, Chairman of the Negotiations Committee, and the Chairman of the Board of Directors shall be allowed duty time to attend regularly scheduled Lodge meetings each month if his regular shift occurs during periods of time in which such meetings are held. Such time off with pay shall not exceed the period of time required for two Lodge meetings in any calendar month. Section 9.4 Lodge delegates, Local, State and National Officers, if any, shall be granted up to forty (40) hours per calendar year to attend the State Fraternal Order of Police Convention, the National Fraternal Order of Police Convention or any other Lodge business deemed necessary by the FOP President, provided the leave would not cause a hire back as of the date it is requested. In addition to the leave provided above, State and National Officers, if any, shall be granted one hundred twenty (120) hours per calendar year to attend National Board Meetings, National Memorial Services, National Day on the Hill, Western States Meetings, National Presidents’ Meetings, State Presidents’ Meetings, Winter Board Meetings, State Memorial Services and other Lodge business, if necessary. LODGE BUSINESS. Lodge representatives shall be permitted to transact official Lodge business at Departmental work sites at all reasonable times, provided that this shall not interfere with or interrupt normal Departmental operations. When possible, a Lodge representative will give advance notice and obtain approval from the Chief or designee if the Lodge intends to use the employer's equipment or property for Lodge business or other non-work related activities. In the Chief's or designee's absence, notice shall be given to and approval obtained from the shift supervisor at the time. Permission of the Chief or designee to use the equipment or property will not be withheld without a valid reason.

LODGE BUSINESS. The City will pay full-time City employees who are on duty and who serve as Lodge representatives for time spent in labor management meetings, grievance meetings, and representing employees during investigatory interviews. All other Lodge business shall be performed on non-working time.
LODGE BUSINESS. Section 1 The Lodge as a whole shall be permitted up to one hundred and twenty (120) hours of professional leave to conduct Lodge business. If additional time is needed, members may use their accrued vacation leave. The request for professional leave shall be submitted in the same manner as vacation leave (i.e. standard leave request form), at least three (3) days prior to its use. In case of an emergency, the request may be made orally to the Chief of Police and later confirmed in writing. Such request shall be subject to manpower considerations. The Employer agrees to make every reasonable effort to afford Lodge member’s professional leave for official Fraternal Order of Police business. A log showing total professional days used shall be maintained in the office of the Financial Director. Professional leave is separate and not computed against employee accrued vacation leave, holiday leave, and compensatory time or on non-scheduled workdays, to include regularly scheduled days off. The Employer shall be entitled to assume all requests for professional leave have been approved by the appropriate Lodge officials and shall not be responsible for granting additional time if such requests were not authorized. Section 2 The President, Vice-President, Secretary, Treasurer, and State Trusty of the Lodge shall be allowed duty time to attend regularly scheduled Lodge meetings, if their regular shift occurs during the time in which such meetings are held. All members shall be able to attend Lodge meetings while on duty, subject to immediate call.
LODGE BUSINESS. The Lodge President, or designees, shall be permitted to transact official Lodge business at Divisional work sites at reasonable times, provided that normal Divisional operations shall not thereby be interfered with or interrupted. The Chief of Police, or in his or her absence, the command officer on duty, shall be notified reasonably in advance of such visitation.

The Lodge may select not more than ten (10) persons and the Lodge President to represent the Lodge in the negotiation of collective bargaining agreements during working hours without loss in compensation. The persons so designated shall be allowed a reasonable time off without loss of compensation to prepare proposals, collect data, meet with Section 2. A maximum of three (3) representatives from the Lodge, representing the Lodge, shall be granted leaves with pay for the purposes of meeting with other Metro Government Members or Metro Government officials in order to process grievances filed by Members covered by this Agreement and/or in order to assist in presenting any cases covered by this Agreement in arbitration proceedings. Pay to said representatives shall be on a straight-time basis only. The names of the three (3) representatives from the Lodge and the amount of time spent on such activities shall be reported in writing within ten (10) days to the Chief of Police. It is further provided that not more than one (1) such Member from the same Unit performing the same duties, on the same shift, shall be so named. Section 3. The Lodge may select no more than six (6) representatives who shall be allowed to attend extraordinary as well as regular sessions of the Kentucky General Assembly. Three (3) of the Lodge representatives shall be allowed to so serve without loss in compensation, only one of which will also be permitted to attend scheduled legislative functions and committee meetings/hearings during the interim (outside of a regular or extraordinary session) without loss in compensation. Additional lobbying not outlined above requires the FOP to ask the Deputy Chief for permission without loss in compensation. The remaining Lodge representatives shall use their accumulated days, annual leave or holidays for such purposes. The Lodge will submit in writing the names of its representatives to the Chief of Police not later than fourteen (14) days before the time when the expected leave will be taken. The Lodge shall provide written notification to the Chief of Police of any Lodge representative substitution/replacement. Section 4. A Member elected and serving as President of the Lodge, shall beginning July 1, 2013, receive his full salary and all benefits to which he is normally entitled as a sworn Member of the Police Department working a straight forty (40) hour week, and shall be relieved of all obligation to work as a sworn Member of LMPD,...

The Lodge shall provide prior notice to the Chief of Police of the dates and times needed to conduct business relating to negotiations between Metro Government and the Lodge; provided, however, if the Lodge desires to conduct business more than one hundred eighty (180) days prior to the expiration date of this Agreement, the Lodge will provide fourteen (14) days written notice to the Chief of Police. The Chief of Police shall be notified by the Lodge in writing of any substitutions or replacements of designated persons.
