MAINTENANCE OF CONDITIONS. Section 1. Written rules, regulations, policies and procedures of the Police Department and the City in effect prior to the effective date of this Agreement will remain in full force and effect if such rules and regulations are conducive to the efficient operations of the Police Department and the City and if they are not in conflict with any Articles or Sections of the Agreement.
