Management and Storage of Documents and Material. (8) All documents or material containing EU Classified Information shall be registered and stored in a manner allowing compartmentalisation from any other classified information held by the Contractor, and appropriate procedures should be in place to verify any access of authorised personnel to individual documents or material.

Management and Storage of Documents and Material. All documents or material containing EUCI shall be registered and stored in a manner allowing compartmentalisation from any other classified information held by the Contractor, and appropriate procedures should be in place to verify any access of authorised personnel to individual documents or material. Documents and material containing EUCI at CONFIDENTIEL UE/EU CONFIDENTIAL level or above shall be stored in approved security containers properly protected against access by unauthorised persons, and shall be handled in dedicated security zones with entry control allowing only appropriately security cleared personnel having a need to know the information to access the area. Such classified information shall be processed and stored on stand-alone IT systems only, which have been properly accredited in accordance with applicable security regulations. The contractor shall establish a classified registry, which shall act as the main receiving and dispatching point for documents or material containing EUCI at CONFIDENTIEL UE/EU CONFIDENTIAL level or above. Only authorised registry control personnel may open the inner cover of classified consignments containing EUCI provided under the Contract and acknowledge receipt of the documents or material enclosed. Accordingly, any reproduction, internal distribution or external dispatching shall take place via classified registries only. Classified registries shall maintain up-to-date lists of all staff authorised to access EUCI at CONFIDENTIEL UE/EU CONFIDENTIAL level or above provided or generated under the Contract. All documents or material classified CONFIDENTIEL UE/EU CONFIDENTIAL or above generated or exchanged in connection with the Contract or copies produced thereof shall be recorded in dedicated register or logbooks allowing to trace any receipt, internal distribution, production, creation of copies, movement to external recipients, downgrading or destruction of such classified documents or material. Such register or logbooks shall be maintained by designated and security cleared registry control personnel. As a minimum, the following details shall be recorded: internal register or serial number and classification level; date of receipt; date of creation of document or material; originator, sender, reference number; subject or title; copy number; number of annexes, if appropriate; total number of pages / material; details of internal handling (destruction, downgrading, creation of copies, internal distribution)...

All documents, records, programs, applications, data, algorithms, film, tape, articles, memoranda, and other materials (the “Materials”) not developed or licensed by the Contractor prior to execution of this Contract, but specifically developed under this Contract shall be considered “work for hire” and the Contractor hereby transfers and assigns any ownership claims to the State so that all Materials will be the property of the State. If ownership interest in the Materials cannot be assigned to the State, the Contractor grants the State a non-exclusive, non-cancelable, perpetual, worldwide royalty-free license to use the Materials and to use, modify, copy and create derivative works of the Materials.
