Management & Teacher Rights. 1.2.1 In recognition of the fact that the laws of the State of Vermont vest responsibility in the Board for the quality of education in an efficient and economical operation of the school district, it is herein agreed that, except as specifically and directly modified by express language in a specific provision of this contract or by a recognized past practice of the parties, the Board retains all rights and powers it has or may hereafter be granted by law, and may exercise such powers at its discretion without such exercise being made the subject of a grievance.
